Some platforms now shipping on two tapes

Due to size restrictions with QIC-24 tapes, some of our platforms are now shipping on two QIC-24 tapes rather than one, with the source on one tape and the binaries on the other. This problem does not affect products shipped on 8mm Exabyte tapes or 4mm DAT tapes.

We'd like folks to switch to 4mm DAT (preferred) or 8mm Exabyte (second preferred) rather than QIC-24.

To avoid an error while attempting to install source code for these toolchains, the correct installation procedure is:

./Install binaries extract fix test -installdir=...
